** A tractor beam would move the ''Bozeman'' but not the ''Enterprise''. Decompressing the shuttle bay would move the ''Enterprise'' but not the ''Bozeman''. Doing both would move both ships, and maybe the fear was that if both ships moved the odds of them colliding still would increase. But that's just a guess.
