This would make more sense if they were on a real GenerationShip, traveling through empty space on their way to an uncertain destination. But it's pretty clear there's other inhabitated worlds all over the place. Why couldn't Kalgan just go to one of those?

Even if it weren't for Kalgan's meddling, it seems like TemptingFate to go that close, and there isn't really any reason they'd have to since space is really freakin' big (let's say they have to make a detour of a billion miles to avoid flying near it, that would still be less than 1/5000 of a light year, and it's implied their voyage is dozens or hundreds of light years long.)
