** I assumed it was just because Salem is kind of a [[ItsAllAboutMe hedonist]]. He does what he wants. He sees a mouse, which he, in his cat form, can eat, and he ''wants'' to eat it. Cat instincts are probably part of it too. He probably wouldn't have eaten a live mouse back when he was a human (hopefully).
