** Most likely it's a case of a EvenEvilHasStandards. There have been a number of villains in the ''Power Rangers'' universe who truly loved their own children (Mondo & Machina, Ransik, Scorpius, etc.). She probably didn't want to risk alienating those types of villains.

* Also about Bajilla, she acts like a good mother to her daughter (though she's really not) for PR purposes, which is why she "rescues" her from being held prisoner. If she only sells weapons to villains, who are not above being jackasses to others (their own henchmen especially), why would she think they would care if she really loved Squilla or not?
