Maybe Monster High is in {{Uberwald}} and they employ Germanic education standards. Of course, German schools also don't traditionally have a prom night, so I don't know.

** It's possible that Spooky High is a voluntary system, for those monsters whose parents wish for them to have a structured learning environment (such as Damien and Miranda, maybe Vera), became monsters while still relatively young, and possibly had their human education interrupted by such (Polly and Scott), or simply want a high school experience they probably didn't get when they were high school aged (Liam). This could actually explain a lot about the overall implied system.
