Like REX, the intent seems to be that the railguns deliver a payload that is almost untraceable, especially if Gander goes on the move immediately afterward.

* How on Earth did no one know or mention the kill sats until the end game? It was an American developed project, somebody must have known. They effectively make Snake's destruction of the power plant a complete waste of time. In fact, Metal gear itself is sort of pointless if the only thing required in it is a WiFi connection to the satellites.
