He's kind of like TheCommissionerGordon to the Assassin vigilantes, since after all "no-kill" rule aside, Batman is a criminal too. As for the others, I don't think they know or look too deeply if the Fryes are criminals. Unlike the Krays, the Fryes don't own nightclubs for the very wealthy, don't really have headquarters and mostly turn the Blighters into Rooks, NeighborhoodFriendlyGangsters. Most of the time, Darwin and Dickens, and also Marx, see the Fryes as these resourceful do-gooders. Still it's a little fuzzy and not-exact.
