This is dubious for a number of reasons. Their members do wear black gis, so they're not really out of uniform. Further, they're not exactly there as civilians, given that Masai calls them to attention by name, and they deliver formal justice to the Rogues. And it's never shown to be disrespect to wear your colors in another gang's turf. Instead, it's established to be cowardly to hide your colors so you can sneak through unnoticed.

** Plus, on top of all that (odd hours, always on the run, etc), this is the era before cell phones. Meaning calling help requires a landline - rare unless you count a working phone booth and having change. And if their hideout is an old abandoned amusement park, there may not be a phone on the other end. Heck, they may not even remember the number.

*** The leader of the Rogues, Luther, recognized one on sight, in the middle of the chaos following Cyrus' shooting, with only the vest as a clear marker. The Turnbull ACs recognized them from down the street while the Warriors were standing in shadows. These two gangs, at the least, have strong familiarity.
** The issue with getting help is communication. This is before cellphones, people. How do you get people where you need them if you don't know where you're going, don't have runners to spare, can't spend time finding a payphone, and possibly don't have any change left? By the time they're pinned down, they know the fight with Luther will be over by the time relevant reinforcements get there.
