For a while, it seems that Shinrei simply developed it on his own... and then ''Hishigi'' uses it while fighting Yuan. It makes sense that Fubuki would notice a skill like that and ask Hishigi to try teaching it to his student.

and ask AwesomeByAnalysis to the extreme. It's not much of a stretch to imagine Fubuki asking Hishigi to try teaching it to his student.
