Unlike the other games, where there were large cities of people infected and the protagonists were present only a short time, this game takes place on an island with a relatively small population. Evgeny has been there for years. Moira lived there for six months. Even if they did not actively hunt zombies, they would wear away at their numbers by attrition. However, the Uroboros virus doesn't require a live host. It can re-infect slain zombies. This is why Barry fights primarily the stronger, Uroboros minions, while Claire and Moira were up against more traditional T-Virus zombies. Wesker had been raising her fallen minions with Uroboros parasites.
