The thing is, the third floor was race selection, and approximately ten percent of the crawlers choose not to be human any more. The Rage Elemental was explicitly only summoned by humans (and as one Borant human found out, ''all'' humans), as Mongo doesn't cause any problems. They likely ''couldn't'' keep the deterrent in place due to the huge number of different races the crawlers span now.
