The villains want to make Martin seem crazy in the eyes of the police, and so (as Cole says in the carpark before trying to make Martin overdose) want his death to look accidental. There's always the risk if they just shoot him that the police may become suspicious as to why Martin was murdered shortly after telling such an incredible and unlikely story, and investigate further.

Unsurprisingly, Herr Strauss and the other cops don't take Martin's outlandish claims very seriously, but they do try their best to verify his side of the story (phoning Professor Cole, checking CCTV, checking immigration records and so on), and there isn't much they can do when everything they try to verify has been blocked off by the bad guys.
