They clearly did not mean this and just said it in anger, not realizing the two were in earshot. This sentiment is clearly not true given the times they did do the right thing on purpose ("Never Ape an Ape Man" or "A Clue for Scooby Doo"), but the duo dwells on the times they messed up and forgets about this.
