Interpol has multiple [[https://en.wikipedia.org/wiki/Interpol_notice color-coded types of notices]] and while Red does explicitly call for local authorities to make an arrest, you could argue that Orange is a higher priority since it concerns immediate threats to people or property. For example, [[https://www.interpol.int/News-and-Events/News/2020/INTERPOL-warns-of-organized-crime-threat-to-COVID-19-vaccines in December of 2020]], Interpol issued a warning to 194 countries of organized crime becoming a threat to COVID-19 vaccines.

Booth and Hartley are accused of stealing the property of an Italian museum from Italy and Bali, respectively, one has to wonder why the Russians were willing to incarcerate them, seeing as they have no skin in this game. While Booth was presumably wanted in Russia, Hartley never committed a crime there.
