By proxy, also his wife in that cancer is not something he can shoot and kill and helplessness is not something he's all that familiar with. In killing Daisy, Iosef replaced the dog as something John could handle and direct his attention towards in order to express his grief. Too bad Iosef isn't nearly as adorable as Daisy was.
