The player can certainly state all-in, and declare their stack size, but still, it's counted to make sure that one person is covered, or if it's a "chip and a chair scenario, where the loser of the pot isn't eliminated, but is left severely crippled in chip counts after the hand. The chips would also be split up into separate pots, in case the lower stacked all in playyers won the hands. They'd only collect the chips equal to the amount of their bets.
