The problem is that he ''severely'' underestimated how far Danzo was willing to go in his pursuit of power, and similarly downplayed the impact of Homura and Koharu being unempathetic war hawks because he wanted to believe better of them.

And in the process of reorienting himself, he kinda-sorta came across Naruto, who'd been left behind by the rest of Team Seven after the bell test concluded to get out of the ropes all by himself.
