As a result, they have had to kill ruthlessly (some of them finding joy in taking revenge) and take questionable but ultimately pragmatical decisions — torturing prisoners during interrogations, not helping defenseless people if it conflicted with their mission's top priority, and letting someplace to burn when they couldn't afford to divert resources to protect it.
