It takes two miracles, one of which discredits the reputation of the Revolutionaries to even reduce the backlash.

And even then, it's stated that there's a significant rise of breakouts and criminal activity due to all sides being able to take advantage of the others' resources with Impel Down especially being unprepared to deal with imprisoning such individuals that exceed their skill level lead to several successful breakouts.
