While Reginald intended it as a GildedCage by providing fine cuisine and other kinds of entertainment, it was regarded as a stagnant HellholePrison by most of its inmates because they had no chance of ever being let out and his death has resulted in even less oversight and it's become incredibly run-down by the present.
