At level 1, he's about as effective as a Slum Dweller and will take gradual damage. Plus if you completed the big quest you now have access to a class-specific overpowered special ability. And if you put in the work to win the election, he'll just hand over the hat without a fight.

* ALighterShadeOfGray: Unlike the Cops, who are rotten to the core and apathetic, Soldiers don't actively antagonize people (except [[AlwaysChaoticEvil Cannibals]]) and only attack the player if they trespass in their bases.
