** Well, no reason except for the one that ''was'' given (and it has nothing to do with their post-TNG/FC decay); they're established to assimilate only that which they believe will further their goal of achieving perfection (or for a quick top-up of resources), anything that provides nothing of value or is outright detrimental to their goals is simply ignored outright as not being worth their attention. Put simply, the Borg are not conquerors with dreams of universal domination, they're perfection seekers with very unpleasant methods.
