Without any sort of ramp or mana cheating, Lor'themar comes down fairly late into the game, meaning that you've likely drawn a decent chunk of your minions already; consequentially, getting the most out of his effect practically requires stuffing your deck with minions, potentially making it that much harder to draw Lor'themar by turn 7. Also, the doubling effect only really benefits minions that ''already'' have good (or at least decent) stats -- Lor'themar's flavor text even comedically makes note that making a Murloc Tinyfin into a 2/2 is perhaps his finest life accomplishment.
