Natter, plus it's canon that people do not suffer from his Super Speed when grabbed by him. So there are practically never legit excuses for Barry to not handcuff and capture criminals before they even think of reacting.

** Then again, it may be to show his inexperience that he is slowly growing out of, and Barry taking Oliver's advice about not rushing into every situation without a plan, or risk doing more harm than good. However, he still occasionally suffers from moments of PlotInducedStupidity, such as somehow failing to stop Veronica Dale from detonating the bomb in "Enter Flashtime."
** Also, Barry suffers a bit from WillfullyWeak because he's the AllLovingHero, HopeBringer, and NiceGuy so he doesn't want to kill or even hurt the criminals he's after all that much (unless you are Thawne or Zoom) so he has to figure out what the villains' powers are so he can subdue them without too much damage to them or anybody around them. This issue isn't that the villains are so strong or skilled but that Barry has admitted he's sometimes afraid of his own power.

** Captain Cold was this, before he and Barry became FriendlyEnemies. The Speed Force even outright states that Snart's Heroic Sacrifice at the end of Legends of Tomorrow Season One was inspired by Barry and his belief that there was good in Snart.

Hunter Zolomon, the end BigBad of Legends of Tomorrow Season One was inspired by 2. For a while, Zoom managed to hurt Barry even more than Thawne and his belief that there was good in Snart.
** Grodd has taken Cold's place
eclipsed him as Barry's top non-Speedster most hated enemy. By the time "Attack on Gorilla City" happens, Grodd has forgone all former attachments Posing as Jay Garrick and his sole concern is getting revenge on pretending to be Barry's ally and mentor, Zoom then proceeded to do break Barry in every way possible, both mentally and physically. First brutally beating Barry to a pulp and breaking his back, then parading his broken body around Central City for exiling him all to Earth-2 see. Then he repeatedly kidnapped those closest to Barry like Caitlin, Wally, and Jesse. But the cherry on the top was killing Barry's father, Henry, in the same spot that Thawne killed his mother, sending Barry into a RoaringRampageOfRevenge where for a moment he was hellbent to kill Zoom himself, something he never even felt for Thawne.
** Savitar, the BigBad of Season 3. Cited
by any means necessary.others to hurt Barry more than anyone else, where Team Flash discover that Savitar is responsible for murdering Barry's love Iris in a BadFuture, something they spend all season trying to prevent. This action would leave Barry a broken shell in the future unable to move on with his life. This is followed by Savitar tricking Wally to become trapped in the Speed Force, something which would haunt Barry with guilt for a long time. And then, it's revealed that Savitar is actually Barry himself, specifically a time-remnant who went rogue, making Savitar HisOwnWorstEnemy, in the most literal way possible.

** The Speed Force stands out most of all for obvious reasons. No matter how powerful Barry is compared to other speedsters, it's made clear he is utterly outmatched by the Speed Force. As the Speed Force coldly reminds Barry, she is his "lightning", the source of his powers, and not even he, the most powerful speedster in the series, has any chance against her in a fight. Notably, she can move at speeds that seems to be less of super-speed and more like teleportation, something he has never shown in the series to where she would make him look slow in comparison, and even goes as far as to be able to see him while he is speeding towards Iris as though he's barely moving at all before casually absorbing his lightning and using it to almost kill Fuerza. He's so powerless before her that she doesn't even have to beat him down at all, she just casually leaves him unharmed after demonstrating how Barry's powers is of no threat to her, and when he actually fights her along with the other Forces of Nature, he gets swatted aside so badly to where he becomes mostly a background fighter with no seen contribution to the battle, whereas the other Forces can at least put up somewhat of a fight, and the one hit he lands on her is when she had been hit by the Still Force.

An Arch Enemy is a "character's designated and most important enemy". Despite the fact that they are the Big Bad of each season, that does not make them the most personal, which remains Thawne.

The first two in particular were so bad that moving on from the damage they've ravaged on his life was his main arc for Season Three.as a speedster (above others who came later) and others as non-speedsters.

** Season 2: Zoom, aka Earth-2's Hunter Zolomon, who pulled the same trick as Thawne did by impersonating Jay Garrick, the Flash of Earth-3, and presenting himself as an ally all so he could steal Barry's speed to cure himself. Zoom would then beat the crap out of Barry several times, with their first confrontation ending with Zoom breaking his back and humiliating him in front of all of Central City. Combined with kidnapping Caitlin, Wally and Jesse, holding the latter hostage to force Harry to do his bidding, and holding the real Jay Garrick in a carbine cell as a trophy (with plans to do the same with Barry), topped off with him murdering Barry's father right in front of him, in the very same spot where the Reverse-Flash murdered his mother no less, Zoom is the top contender for Barry's worst enemy by far -- he inspired a deep hatred in Barry that not even Thawne was capable of. Barry was very close to outright killing him, and absolutely no one would've blamed him -- ultimately, he allowed the Time Wraiths to do the job for him.
** Season 3: Savitar, who believes he is Barry's worst enemy. He traps Wally into the Speed Force and, in the future, kills Iris. Then it's revealed that Savitar is actually a time remnant, post-FaceHeelTurn, who is trying to ensure a StableTimeLoop by killing Iris so Present Barry becomes him. That means Barry is HisOwnWorstEnemy -- literally.

** Season 4: [=DeVoe=]. While he starts out as the BigBad with the least personal connection to the Scarlet Speedster, he quickly cements himself as a ruthless son of a bitch when he frames Barry for his own murder. After that, it only gets worse, with him rapidly piling up a huge bodycount, culminating in him seemingly killing Ralph, taking over his body and further taunting Barry for his failure. While Barry firmly believes in ThePowerOfLove, [=DeVoe=] is convinced that LoveIsAWeakness and takes every opportunity to hurt Barry just to prove that point.
** Season 5: Subverted at first with Cicada/Orlin Dwyer. Initially both parties didn’t view one another as an obstacle in the way, with Cicada being viewed as a particularly persistent meta of the week. But it becomes very personal when Cicada injures Barry’s daughter, Nora, and puts her in hospital. From then onwards, Cicada becomes another nemesis to Barry.
** Season 6 subverts this, as he never develops this relationship with Bloodwork or Mirror Monarch, though the latter becomes one to Iris instead after what she does to her.
** Season 7 subverts this as well, as he never fully develops this kind of relationship with the Forces or with August Heart/Godpseed (who is instead Bart Allen/Impulse's Arch-Enemy, with him even saying Godspeed is essentially his Thawne).
** Season 8 has him dealing with Despero, who comes back in time to kill Barry due to the belief he will cause the end of the world (and remains enemies with him once he realizes Barry intends to find a way to save Thawne, the real cause of Armageddon, from vanishing), in addition to Deathstorm, who ends up accumulating a body count as he antagonizes Team Flash (specifically targeting and unintentionally causes the death of Frost). However, the Negative Forces and Thawne truly attain this status by manipulating events to kill the reformed Thawne from Legends of Tomorrow to give the main Thawne his powers back, while also nearly killing Iris to spite Barry.
** Season 9 starts with Barry gaining a new one in the form of Ryan Wayne/Red Death, an alternate Ryan Wilder who was adopted by the Waynes and became a KnightTemplar who seeks to kill criminals before they can even commit crimes, which brings her into conflict with the Flash who stands against her mad actions.

*** Season 8 tops it all, however, when Thawne changes history in order to make himself the Flash and Barry the Reverse-Flash, stealing his enemy's life for himself and reveling in Barry's situation. After Barry undoes the damage and Thawne is at risk of vanishing completely, Barry is initially willing to let Thawne die, only to be talked out of it by Joe and saving his life (at the cost of draining all of Thawne's speed). And then, Thawne and the Negative Forces make a comeback, resulting in the near-death of Iris and the death of the reformed Time Remnant of Thawne from Legends of Tomorrow. He clashes with Thawne so much that he nearly causes Armageddon himself, finally having had enough of the Reverse-Flash by that point.

* AdaptationalWimp: In season one, Barry still has yet to develop more powers and is too reliant on his friends to defeat the villains. He shows his ScienceHero skills in the first crossover with Supergirl, and takes several levels in badass over later seasons.

** The Flash and (Green) Arrow. In the comics, Barry and Oliver didn't even know each other until they were both established heroes and Justice League members. Due to their very different backgrounds, they were never that close with their friendship with Hal Jordan/Green Lantern serving as their main point of contact; in fact, DependingOnTheWriter the two actually had quite an antagonistic relationship born out of petty jealousy and contrasting political ideologies (Barry, being a cop, was fairly conservative in his views). Whereas in this continuity, they had a pre-existing relationship based on a past meeting prior to Barry gaining his powers. It is Oliver who most directly inspires Barry to become a masked superhero, and he even provides the inspiration for the name 'Flash'.
** Barry and Wally sometimes refer to one-another as brothers, owing to the fact Barry is both his brother-in-law and his foster brother. In the comics, Barry was explicitly Wally's uncle, and the two viewed one another as more akin to father-and-son. Even Wallace West -the DecompositeCharacter introduced in the wake of the show to adapt its version of Wally- is explicitly a surrogate-son to Barry.

** In "Godspeed," Barry makes the drastic decision to return Nora to the future with a half-hearted goodbye, after telling her that he doesn't trust her at all, after learning she was working with Thawne. He doesn't inform Iris about this decision, and she's understandably devastated and infuriated about this.

* TrueCompanions: He and Kara, when she needs help with Livewire and Banshee, he assists her, even though he has nothing to do with her Earth. Likewise when Barry breaches into her living room, and informs her he needs her help on Earth-1, Kara, without knowing any of the details, doesn't flinch in dropping everything and accompanying him back to his Earth.
