In Hijikata's case it makes a bit of sense, since his story arc had already wrapped up in ''Kekkonroku'', around the time the Shinsengumi broke up following the Battle of Hakodate. [[TheBusCameBack However, Kondou made it just in time for ''Gyofuuroku'']]. Hijikata continued to have no CD for that installment, which is strange considering the series canonically predates ''Mokuhiroku''.
