MangaEntertainment and Animaze produced the original English dub in 1996. Interestingly, ADVFilms provided an alternate dub for the UK market in 1997.

Produced by Group TAC and directed by Gisaburo Sugii, the same director as the crew who worked on ''Film/StreetFighterIITheAnimatedMovie'', ''[=SFIIV=]'' works as a prequel to ''StreetFighterII'', but has a slightly different take on ''[=SF2V=]'' centers around alternate interpretations of the {{Canon}} than iconic World Warriors, with younger versions of the ''StreetFighterAlpha'' games. It uses more typical anime tropes than other animated video game adaptations.

The story begins when
filthy-rich heir Ken Masters has Masters, having grown bored with his lifestyle, so he calls his former martial arts training partner, Ryu, partner Ryu to visit him in San Franciso. After an encounter with Sergeant Guile of the US Air Force at a local dive, RyuAndKen Ryu and Ken decide to travel the world to further improve their martial arts skills.
