It turns out this is because she has enough awareness to know where the bullet is going to end up; Kusunoki states Chisato could dodge a bullet fired right against her head. This is further explained in Episode 6 by Mizuki: Chisato watches the movements of her opponent's muscles and clothing, allowing her to predict where they plan to shoot.
