Unfortunately the Federal Forces treated the Unato locals as just cheap labour and while they and the Echigo respected the Koutetsujou's ability in a fight, they don't trust them and are openly hostile to the Kabaneri. So when the Federal Forces were annihilated, the Echigo were going to retreat and had to be shamed into rejoining the battle.
