No, it's not about being responsible or irresponsible. Indeed, the guy who gets some tech working speaks only of responsible uses, and the horrified protagonist destroys it on purpose. It's about the inherent unnaturalness of any kind of higher civilization and culture, hence the fetishization (in the non-sexual sense) of the primitivistic natives. Still... I suppose I could word it more diplomatically, and dig into the rejection of all ideology it represents.
