Are we really going to make a distinction between first-print and second-print amiibos? That seems rather silly to me at least. As long as they do the same thing as far as game functionality is concerned, there shouldn't be a difference.
Are you sure Jigglypuff doesn't count as a Junk Rare? A lot of the amiibo, such as Falcon and Shulk, are actually very good quality with intricate sculpting and paint details, so Jigglypuff does look worse in comparison.
Hide / Show RepliesI haven't seen a Jigglypuff amiibo up-close but from your descriptions of it, the amiibo itself is more like Kirby or Pac-man's amiibo (which also have printed features and easy-to-spot seams).
Jiggly does count as a Junk Rare, but going by their in-game functionality, she's already covered under the second bullet point (Rare amiibo that don't get much use in games compared to their rarity).
