After finally accepting that she can never get pregnant as a woman, Mrs. Garrison decides she wants to go back to being a man. Scientists manage to clone a penis using a mouse as the foundation, but the mouse gets away and leads to a chase around the entire town. Meanwhile, in a send-up of dramas where a Tough Love teacher is sent to teach inner-city kids and try to make them better people, Cartman teaches a classroom full of ghetto teenagers how to cheat their way through school.

Tropes

  • Accidental Pervert: Mrs. Garrison chases the mouse into a sauna and grabs a naked man's penis thinking it's the one on the mouse.
  • Anti-Hero: Cartman convinces some ghetto-dwelling teenagers that they will graduate and go to good colleges if they cheat. While underhanded, Cartman's guidance does ultimately help the students out in the end.
  • Call-Back: Mrs. Garrison's sex-change takes up an entire episode due to her male genitals being destroyed in Mr. Garrison's Fancy New Vagina.
  • Eek, a Mouse!!: The sight of Garrison's penis will drive a housewife up onto a chair or a table, where she stands shrieking, stomping her feet, and clutching the hem of her skirt until the rodent, which is used as the foundation for the penis, is captured or driven away.
  • Good Girls Avoid Abortion: Subverted. When one of Cartman's students says she'll never make it to college because her boyfriend knocked her up, Cartman tells her to just get an abortion. The girl is reluctant due to being Catholic, but Cartman tells her that all the girls who do get ahead in life are able to due to getting abortions.
  • It Makes Sense in Context: While chasing down the mouse with his grafted-on penis, Garrison stumbles upon Butters, Kyle, and Stan, and asks if they have seen his penis. Naturally, this confuses/horrifies them, but Garrison explains that he needs a piece of cheese to catch it, then runs off. Butters gets a headache trying to make sense of that.
  • Peer as Teacher: Cartman is promoted to teacher after Garrison's breakdown. Principal Victoria doesn't want to put Cartman in the role, but he is the only volunteer.
  • Pet the Dog: Super racist Cartman goes out of his way to help a bunch of Black and Latino students do well in school.
  • Sadist Teacher: Played straight when taking over for Ms. Garrison, where rather than actually teach, Cartman just uses his newfound power to harass Kyle and Clyde.
  • Save Our Students: Parodied. Cartman helps a class full of underprivileged inner-city students dramatically improve their grades and take the AP exam for college credit... by teaching them how to cheat.
  • Shout-Out:
  • Spoof Aesop: When Mrs. Garrison goes back to being Mr. Garrison, he says the lesson he's learned from all of this is that womanhood can only be defined by the ability to bear children. This narrow view is immediately shot down by a teacher who says that his wife had ovarian cancer, so having children is physically impossible for her. Mr. Garrison's reply is to double down in his ignorance and call the teacher a faggot and his wife a dude, suggesting that they should get tested for AIDS.
  • Status Quo Is God: By the end of the episode, Mrs. Garrison is back to being Mr. Garrison.
  • Take That!: The New England Patriots SpyGate scandal and blowing their chance at a perfect record by losing in the Super Bowl in the 2007 NFL season is used by Cartman to motivate the students.
  • Wham Episode: After spending the three previous seasons as a woman, Garrison is male again starting with this episode, and remains so as of Season 26.
  • Whole-Plot Reference: Cartman's subplot with the inner-city high school class references Stand and Deliver.
