Electric type attacks are strong against Psychic types. Most likely because electricity shocks and disrupts the mental power (i.e. brain power) psychic types need to attack.
Why does Vados look like a Dragon? Because they're powerful creatures designed to obsessively hunt tyrants, which Vados was designed for.
