Mr. Cat stresses the importance of teaching Stumpy and Quack Quack how to deal with the real world. His idea of teaching them how to "deal with the real world" involves teaching them things like making calls to CPS in case your family is abusing you or calling the emergency services if you see a person who has fallen unconscious after possibly doing drugs. Considering Mr. Cat's background, it's entirely possible that he actually had to face those situations at some point and had no proper guidance on what to do, so he finds telling them these stories so important because he wants to make sure they don't end up in the same situation.
In Mr. Cat's version of Cinderella, the police calmly escort the stepmother into a police car and tell Cinderella to "call them if she needs anything", and it is implied that they thought it was okay to leave her alone without any guardians to watch over her.
