Falcon
- Experienced Protagonist: Used to be a sniper as a British commando before he was discharged.

Jackal
Jackal
- But Not Too Foreign: He's a British-Spanish man.
- Rogue Protagonist: In EX, either he or Falcon will become one of the targets who will attempt to assassinate the president.
- The Scapegoat: According to the OST track "Snipers", someone framed him for something he didn't commit.
- Shout-Out: His name is possibly a reference to an earlier Konami game of same name.
Jin
Jin Arkwright
Allies
Robert
Robert
- Semper Fi: He's an officer in the USMC.
- The Man Behind the Man: He's the one responsible for the terrorist incidents in 3.
- True Final Boss: In Silent Scope 3, you face off against him and he can only be accessed by not continuing throughout the game.
Leila
Leila Hagitsuki
- Damsel in Distress: Briefly happens to her at the start of the final battle with Tokage. After Tokage takes aim at both Jin and Leila, he takes Leila hostage while shooting at you. You have to shoot Tokage while avoiding hitting Leila, as shooting her will cost a life point.
- The Lancer: To Jin's The Hero status, who serves as his partner.
- What the Hell, Hero?: If the player gets Jin to look at the scope and ogles at the females to get health, Leila gets mad at you for that.
Antagonists
Cobra the Iron Man
Cobra the Iron Man
- Implacable Man, The Determinator: Cobra absolutely refuses to die, and continues to come back in each game that features Falcon.
- In the first game, if you fight him on the highway, he'll get up from your first encounter (Even if you scored a headshot) and hijack a semi to run you down.
- 2 and 3 have him declare that he is immortal, and will always come back to challenge you.
- The instruction manual for 1 states that you've fought Cobra even before the first game, and he joined the terrorists purely to take you out. Guy holds a grudge.
- Joker Immunity: No matter how many times Falcon puts him down, he always seems to come back.
- Recurring Boss: Cobra shows up in 1, 2, and 3, looking more messed up each time. He really wants to get revenge on Falcon after his first defeat.
- 'Tis Only a Bullet in the Brain: Even ignoring how he can come back each game after potentially being shot in the head, he can recover from a headshot in the first game to hijack a truck to run you down right after his first defeat.
Prince of Rose
Prince of Rose
- Camp Gay: The Prince of Rose wears a transparent pink shirt, wears makeup, and makes some really weird poses while he's talking to you with a hint of falsetto and odd inflections.
- Performance Artist: He's awfully dramatic and mobile with his monologue, and uses a piano to input launch commands.
Tokage
Tokage
- Big Bad: Of Bone-Eater
- Disney Villain Death: When defeated, he falls off the Space Elevator to his death while laughing maniacally. The true ending implies he may not be dead, however, as his corpse smiles.
- Luke, I Am Your Father: He's Jin's grandfather. And the one who taught him the basics of being a sniper.
