Main Characters
Pretty Sammy / Sasami Kawai

- Badass Adorable: A rather mild case, but still, don't get her mad at you.
- By the Power of Grayskull!: "Pretty Mutation Magical Recall!"
- Deadpan Snarker: Is almost always in a state of being 100% done with all of this magical bullshit.
- Finishing Move: "Pretty Coquettish Bomber!"
- Frilly Upgrade: In the OAV, Pretty Sammy transforms into Hyper Sammy before casting her Pretty Coquettish Bomber.
- Girlish Pigtails: Just like that other famous magical girl.
- Magical Girl Warrior: More so when she transforms into Hyper Sammy.
- Nice Job Breaking It, Hero: She is unknowingly responsible for Pixy Misa.
- Transformation Trinket: Sammy's Baton.
Pixy Misa / Misao Amano
Voice Actors: Rumi Kasahara (Japanese), Sue Turner-Cray (English; OAV 1), Debi Derryberry (English; OAV 2-3)
Misao Amano is Sasami's best friend. In contrast to the outgoing Sasami, Misao is shy and physically frail. Misao gets brainwashed to being the Dark Magical Girl Pixy Misa, who's the opposite of Misao: loud, brash, and speaks a lot of Engrish (French in the English dub).
- Age Lift: Happens to Misao in Magical project S every time she becomes Pixy Misa as the latter is much taller and a bit more developed (enough for some bouncing on a couple of occasions), resembling a young teenager rather than a ten year-old.
- Beneath the Mask / More than Mind Control: Though the villains did need to put Misao into a trance to get the job done, Pixy Misa is Misao's deeply surpressed Id unleashed, the jealousy, rage and resentment she expresses towards Sammy / Sasami are Misao's real, albeit subconcious, feelings.
- Brainwashed and Crazy: Rumiya (and sometimes, Ramia) would hypnotize Misao to transform her into Pixy Misa.
- By the Power of Grayskull!: In the final episodes of Magical Project S, Misao says "Pixy Mutation Magical Recall!" to transform into Pixy Misa, after she becomes aware of her identity.
- Combat Hand Fan: Her weapon in Magical Project S.
- Finishing Move: "Pixy Sexual Fire!" (AKA "Pixy Lovely Fire!" in Magical Project S)
- Green-Eyed Monster: She secretly envies Sasami.
- I Just Want to Be Special: One of her dreams was to have magical powers.
- Jekyll & Hyde: Misao and Pixy Misa's personas, respectively.
- Keep It Foreign: In the English-dubbed OAV, her Gratuitous English becomes Gratuitous French.Pixy Misa: "This is not the end of it. Au revoir!"Pretty Sammy: "Au revoir? Huh? What's that mean?"Ryo-Ohki: Don't know.
- Knight of Cerebus: An odd example in that she isn't this trope at first. But then episode 19 of Magical Project S happens... It's also unusual because the sudden turn to seriousness has less to do with her villainy and more to do with why she became a villain in the first place.
- Laser-Guided Amnesia: Misa is unaware of her actions as Pixy Misa.
- My God, What Have I Done?: Misao had this moment upon discovering that she is Pixy Misa, and that she was fighting Pretty Sammy.
- New Powers as the Plot Demands: In episode 19, Pixy Misa became more powerful after inheriting Team Sexy Mrs.'s Sexy Power.
- Split-Personality Takeover: Is told by Sammy that she will still love her even if she stays as Pixy Misa for the rest of her life.
- Villain: Exit, Stage Left: Pixy Misa would always flee before the Love-Love Monster is defeated in Magical Project S, or after a battle in the OAV.
- Villainous Harlequin
Ryo-Ohki
Voice Actors: Etsuko Kozakura (Japanese), Debi Derryberry (English)
Ryo-Ohki is a Cabbit from Juraihelm. He serves as Sasami/Pretty Sammy's advisor and sidekick.
- Animorphism: He can transform into a boy in OAV 3 and the final episodes of Magical Project S
- Big "WHAT?!": His reaction upon seeing Pixy Misa for the first time in OAV 1.
- Gender Flip: Ryo-Ohkis is male here but was female in Tenchi Muyo.
- Nice Guy: Unlike some more annoying mascots, Ryo-Ohki never insults Sasami.
- Suddenly Speaking: He can talk now!
- That Was Not a Dream: Ryo-Ohki tells Sasami this in OVA 1, after she woke up from her nightmare.
Tsunami
Voice Actors: Chisa Yokoyama (Japanese), Sherry Lynn (English)
Tsunami is the Queen-Elect of Juraihelm. Before she can ascend to the throne, she chooses Sasami Kawai to become Pretty Sammy and act as her representative from Earth.
- The Ditz: It's fair to say she's not the wise goddess that she is in Tenchi Muyo!. At times it's amazing how utterly oblivious she is to what Ramia's doing.
- Guile Hero: She may be a bit of a ditz, but she definitely has her moments.
- Heroic BSoD: She expierience one after Pretty Sammy was defeated by Team Sexy Mrs. in Magical Project S.
- Horrible Judge of Character: She has no idea what Rumia's doing behind the scenes and believes that the latter is a supportive friend.
- Kind Hearted Simpleton: She's a sweetheart, but also pretty dim.
Ramia
Voice Actors: Maya Okamoto (Japanese), Susan Marie Brecht (English)
Ramia is the second candidate to become Queen of Juraihelm. After losing the candidacy, Ramia vows revenge on Tsunami, and she chooses Misao Amano, Sasami's best friend, to become the dark magical girl, Pixy Misa.
- Nice Job Fixing It, Villain: By planning on transforming Misao on the day her father visits, let's just say she is responsible for getting her and Sasami in discovering their magical girl identities.
- Villainous Breakdown: After Pixy Misa's final defeat in episode 19 of Magical Project S.
Rumiya
Voice Actors: Tomoko Ishimura (Japanese), Susan Marie Brecht (English)
Rumiya is Ramia's younger brother. He can transform into a bird, and is responsible for hypnotizing Misao to becoming Pixy Misa.
- Accidental Kiss: She inadvertently kisses Misao in the final episode.
- Even Evil Has Standards: He isn't really evil, but he does everything that his sister told him to do ... except when she wants to send the moon on the earth.

Washu (Fitzgerald) Kobayashi

- Adaptation Name Change: Washu's last name was Habuki in Tenchi Muyo.
- Child Prodigy: Washu graduated from MIT when she was eleven years old.
- Wise Beyond Their Years: In the context of this series, she's a teenager.
Mihoshi Mizutani

- Genius Ditz: Sort of, as in the OAV, she is enrolled in college
- Vomit Discretion Shot: After Chihiro (who was experiencing severe karaoke withdrawals) kicked her in the stomach in episode 2 of the OAV
Yuri Kiyone (OAV) / Kiyone Amayuri (Magical Project S)

- Arranged Marriage: In Magical Project S, Kiyone was about to get married to gentleman Andou Toyokawa, until Pixy Misa exposed him as a womanizer.

- Karaoke Box: Chihiro is a karaoke addict.
Ryoko Orikasa

- Stalker with a Crush: Ryoko is obsessed with Tenchi to the point where in OAV 1, she would hide in the Kawai residence for one night with Tenchi being unaware of it, or in OAV 3, she would tie up Tenchi and carry him off against his will.
Ayeka Takada

- Girl Posse: Her three servants, Yuka, Yuma, and Yuri
Bif Standard
Voice Actors: Ryunosuke Ohbayashi (Japanese), John Demita (English)
The eccentric founder, president, and chairman of Standardsoft, Bif wants to "standardize" the world through his software. He appears in OAV 2.
- Berserk Button: Never tell Bif that his software is slow.
- Colony Drop: He builds a series of tractor beams across Earth to drop the Moon onto Earth, so that he can build his own "standardized" world.
- Meaningful Name: Bif's goal is to "standardize" the world through his software.
- No Celebrities Were Harmed: Bif is based on Bill Gates, with StandardSoft and SynchroniCity OS being parodies of Microsoft and Microsoft Windows, respectively.
- Twitchy Eye: He gets one whenever someone declines or insults his software, especially if it's called slow.
- Villainous BSoD: Subverted. After being defeated, he exclaims that Sammy's powers have granted him the full range of emotions he was lacking - but that he likes being insane, so he's going right back to his Standardization plans.

- Happily Married: To Ginji.

- Fantastically Indifferent: He isn't entirely fazed on finding out Misao is Pixy Misa, unlike Hiroto, Konoha, and Eimi.
Konoha Haida
Voice Actor: (Japanese)
- Clingy Jealous Girl : She often intimidates Misao just because she also likes Hiroto.
- Fantastically Indifferent: Her reaction of finding out Misao is Pixy Misa? Chew her out for running wild in her outfit and acting like a shy bimbo.
- Girlish Pigtails: She has the "immature" variety.
- Red Herring: At one point, the villains need a new evil magical girl, and they choose their candidate from a photograph. Konoha is featured prominently in the photograph, and she has already become Funky Connie before, so the viewer will think Konoha is the magical girl candidate they're talking about. She's not; the girl they pick out from the photograph is Eimi, who in the photograph is casually walking by in the background.
Eimi Date
Voice Actor: (Japanese)
- Brainwashed: Romio transforms her into her own magical girl, Love-Me Amy, near the end of the series. She is permanently stuck as Love-Me Amy even after Romio's hold on her was broken.
- Class Representative: Eimi knows, and enforces, all of the rules of the school.
- Combat Hand Fan: She posseses one as Love-Me Amy.
- Hollywood Tone-Deaf: Eimi sings so horribly that the students have to gag her to keep her from singing. Her horrible singing even carries over when she transforms into Love-Me Amy.
Romio
Voice Actor: Yumi Takada (Japanese)
- Big Bad: Of the last part of the series.
- Character Catchphrase:Romio: Put something away for a rainy day.
- There's also her tendency to make an odd comparison, and then when asked what it means she responds "It doesn't mean anything!"
- Chekhov's Gunman: Parodied. She's the third contestant to be the Queen of Juraihelm back in Episode 1. When she reappears in episode 22 she turns to face the viewer and shows an image of the contestants in the first episode. The camera then zooms in on the third contestant's previously unseen face...which does not look at all like Romio's current appearance. When Rumiya calls her on this Romio dismisses it with a Hand Wave.
- Colony Drop: Her goal is to send the Earth on a collision course with the Sun.
- Fallen Hero: Romio was a former magical girl from Earth, but she failed to maintain the Good-Evil balance.
Oryo
Voice Actor: Ai Orikasa (Japanese)
- Red Baron: She refers to herself as "Overly-Splendid" Oryo.
