    Paradeisos in general
  • Not-So-Well-Intentioned Extremist: They want to keep humanity alive and prospering, and so are against antagonistic forces like Parma and will achieve success no matter what means they must use. However, in Phase 3 of Shalom's Interrogation, they discuss initiating the Purge Order of the West District, which will take the lives of millions of people still in there but will at least cull any unrest, chances of the Black Ring triggering, and the Underground Shepherd from consuming Corpus 02. However, Shalom silently notes that the district has a total population of 6.5 million, "with fewer than 300,000 involved in gang violence", and even fewer people capable of triggering the Ring or irradiated by it; Paradeisos deemed the cost of lives acceptable for humanity's sake, despite the fact that it's actually even worse than had they left the situation be. Shalom indicates that this is their cowardice speaking.
  • The Omniscient Council of Vagueness: This group has been around since the founding of DisCity while they aim for the nebulous goal of preserving human civilization however they wish. They aren't seen in the story much as a result, and what scenes they do appear in like Shalom's Interrogation is often filled with information you'd need context from the main story, events, and other information to understand.

Syndicate

Salva

A non-governmental organization operating in Syndicate led by Sinners Dr. Iron and Anne, which gives medical aid to any people in need, including Sinners.

The Legion

A gang regarded as being the most powerful in all of Syndicate, led by the Sinner Zoya.

DisSea

Rustfire

A group based in the Inner Bay industrial district of Syndicate sworn to revive the area's former glory. The group traces its origins to the underground Hypercube miners of Mine W-31, a widely respected place to work in all of DisCity until it became ground zero for BR-002. Despite this, the miners continued to mine Hypercubes for their people's sake, gradually forming a militia to fend off gangs and became Rustfire.
