Yakuza
- Awful Wedded Life: Her marriage with Kazuki ends up like this, causing her to send Toni to ruin his life before ordering him to assassinate him.
- Driven to Suicide: After Kazuki's death, she feels depressed and decides to commit suicide by falling from her apartment window.
- Friendless Background: She is often lonely because Kazuki usually left her alone.
- Unwanted Spouse: Kazuki completely ignores her.
- Call-Forward: He owns the Big Shot Casino after the Sindaccos fled the city. Even after his death, the Yakuza still owns it and eventually renamed it to Kenji's Casino.
- Dirty Coward: Despite challenging Toni to an honorable duel, once he is near death, he will order his men to kill him.
- Hoist by His Own Petard: He engages Toni in an honorable swordfight while being kept watch by two of his bodyguards armed with M4 rifles to ensure nobody cheats. The best way to kill him is with the katana, due to its one-hit capabilities (it will always behead anyone it connects), preventing him from ordering his rifle-toting bodyguards to kill Toni once the former has less than 20% health.
- Gayngster: Implied by Toshiko to be a closeted bisexual because he prefers spending his time with his men rather than with her. He also attempts to "thrust his sword" into Toni when they meet for the first time.
- Katanas Are Just Better: He is armed with a katana.
Sicilian Mafia
Capo of the Sicilian Mafia. When he first arrives, it was believed to be bringing peace between the three main mafia families in Liberty City; The Leones, Forellis and Sindaccos - it's pretty much the exact opposite. To make matters worse, he even starts wars among the street gangs of Liberty. Turns out to be a big scheme to start the Sicilian's invasion.
- Affably Evil: He's very polite and cordial when he's finally confronted by Toni and Salvatore at the end of the game and even tries to evoke Nothing Personal. Salvatore isn't very impressed.
- Arch-Enemy: To Salvatore Leone. Unlike most Big Bads in the series, Torini has no personal rivalry with the protagonist, with Toni being more of an Unknown Rival to him. Instead, Torini is focused almost directly on Salvatore as the only major crime boss standing against him, and only addresses Salvatore when confronted. If anything, Toni is Salvatore's middle man in their conflict.
- Big Bad: Of Liberty City Stories. Torini masterminds the Mob War between the three families, pitting them against eachother, along with smaller gangs, and leads the Scilian mob's invasion of Liberty City. Despite havening minimal direct involvement, he is directly and indirectly responsible for much of the games conflicts, as well as Salvatore's arrest.
- Cop Killer: He orders his men to kill Salvatore by attacking the police convoy that transports him to the courthouse, causing two police officers who led the convoy in a police car to die.
- Dirty Coward: When cornered by Salvatore and Toni, he quickly runs away and enters his helicopter with armed mobsters to save himself.
- Disney Villain Death: His helicopter is destroyed in the air by Toni and it falls into water.
- Dragon-in-Chief: Officially, Torini is an underboss under Salvatore's uncle in the Sicilian Mafia; however, Torini acts as the de-facto leader and planner of the Scililians operations in Liberty City. Salvatore's uncle is inactive, and only steps in after Torini's death to clear the air with his nephew.
- The Dreaded: It's rumored that he would often kill men with his bare hands when he was younger. His status in the Sicilian Mafia make it so Toni and Salvatore can't do anything about him until Torini personally moves against them.
- Evil Counterpart: To Toni Cipriani, with his role as an enforcer for Salvatore's uncle being very similar to Toni's own relationship with Salvatore.
- Flat Character: Gets the least amount of appearances and characterization out of every main antagonist in the entire series. He never even interacts with Toni face to face. The only bits of characterization we get are that he's a behind the scenes manipulator, with a cordial air about him.
- Gratuitous Italian: The few times he does speak, he goes back and forth speaking Italian and English within the same sentences.
- The Heavy: Zig-Zagged. Although he's technically The Dragon for Salvatore's uncle, he's the one who serves as the main antagonistic force and driver behind the game's conflict. However, Torini has little direct involvement in the Mob War, only personally appearing twice in the whole game. Instead, Torini is a manipulator, pushing the three families against eachother, and pulling smaller gangs in on the Sicilians' plans. Torini himself doesn't get directly involved until near the end of the game.
- The Man Behind the Man: Torini is behind much of the conflict in the second half of the game, setting the mob families against eachother, and sicking the smaller gangs against them, as well as overseeing the Sicilian invasion. However, Torini only personally appears twice in the whole game, and is killed as soon as he's confronted by Toni and Salvatore.
- Non-Action Big Bad: He mostly sits on the sidelines for most of the game and lets the various gangs do his dirty work for him. He only gets directly involved during the final mission when he decides to kidnap the new mayor of the city, O'Donovan.
- Not-So-Well-Intentioned Extremist: Torini was sent by his higher ups supposedly to relax the growing tensions between Liberty City's mob feuding families. His actual goal was to prepare Liberty City to be taken over by the Sicilian Mob, and would push the families against eachother, and the smaller gangs against the families to prepare the city.
- The Quiet One: He only has a few lines of dialogue.
- Small Role, Big Impact: Despite being the games Big Bad, Torini only personally appears twice in the whole game, but just about every major conflict in the game could be traced back to his manipulations; from pitting the mob families against eachother, exposing Salvatore's ties to Donald Love, and getting Salvatore arrested. Torini doesn't personally get involved until the last two missions; trying to circumvent Salvatore's release by first ordering an attack on a police convoy, and kidnapping the Mayor.
- Unknown Rival: Despite being the main antagonist of Liberty City Stories, Torini has no personal gripes or face-to-face interactions with protagonist Toni Cipriani. Despite Toni being Salvatore's Caporegime, and the one foiling the lot of Torini's plans, Torini doesn't seem to regard him, and their only meaningful interaction is at the games final mission; in which Toni kills him. Torini doesn't even speak directly to Toni, only addressing Salvatore when confronted.
- Evil Old Folks: Despite being old, he is the leader of his crime family.
- Futureshadowing: When Salvatore insults him behind his back, he quietly replies "Every dog has his day...", foreshadowing what happened in Grand Theft Auto III, resulting in Salvatore's own death.
- Graceful Loser: He admits defeat after the death of Torini.
- Greater-Scope Villain: He supports Torini's plan to take over Liberty City.
- Last Episode, New Character: He only appears in the last mission of the game.
Other Characters
- Corrupt Corporate Executive: She is a union leader who started the ferry strike, however, she is only interested in getting profits by bribing people, including Ned Burner.
- Not My Driver: Toni kills and dresses as her chauffeur to intimidate her into giving Salvatore access to the docks.
- Ungrateful Bitch: She refuses to let Salvatore to use the Portland Harbor to smuggle drugs into Portland despite his involvement in setting up the ferry strikes. When Salvatore sends Toni to give her the money as the last resort to allow him to use the docks, she orders her men to attack Toni and quickly disappears with the money.
- All Bikers are Hells Angels: He was the leader of a biker gang until Toni killed him.
- Cool Bike: He owns a PCJ-600 motorcycle, a sports bike, sharply contrasting with his fellow bikers who use a chopper-style Freeway as their motorcycle of choice.
- Dirty Coward: He quickly flees on his motorcycle and orders his men to attack Toni after he gets confronted by him for hitting Maria.
- Would Hit a Girl: He hit Maria after she told him about Toni, this causes an enraged Toni to kill him.
- Badass Driver: He is a well known street racer.
- Even Bad Men Love Their Mamas: He really respects his mother despite being a street racer, causing him to gain Mrs. Cipriani's respect.
- Expy: He appears to be inspired from the character Danny Zuko from the film Grease.
- Greaser Delinquents: He dresses like a greaser from the 50's.
- Dirty Coward: He acts all tough, but when Toni attempts to kill him in the sawmill, he quickly runs away.
- Fat Bastard: Despite being viewed positively by Toni's mother, he is no better than Toni.
- Goo Goo Getup: He hires two prostitutes and drives them to a secluded place, he then changes into a diaper and begins to chase the duo, revealing his interest in infatilitism.
- The Secret of Long Pork Pies: Toni kills him with a fire axe, mutilates his corpse using a grinder machine, and then delivers his chopped remains back to his own deli.
- Conspicuously Public Assassination: He is assassinated by Toni under Salvatore's order when he is on his morning jog in Belleville Park.
- Corrupt Politician: He was involved with three separate scandals during his time of office.
- Dirty Old Man: It is implied that he had sex with two underage girls.
- The Guards Must Be Crazy: Toni simply gets a one-star wanted level for killing him.
- Mayor Pain: He is extremely corrupt and had three scandals during his time of office. He is also under the Forelli's influences.
- Punny Name: R.C. Hole is a play on the word arsehole.
- Puppet King: He is controlled by the Forellis and orders Salvatore to be arrested, which causes him to order Toni to assassinate him.
A news reporter willing to do anything for good stories to cover... including posing as a priest and having Toni Cipriani commit all sorts of atrocities.
- Asshole Victim: Considering all the innocent people he tricked Toni into murdering, his death at his hands was well deserved.
- Confessional: He poses as a priest who Toni seeks forgiveness through. It doesn't quite work out for Toni.
- He Knows Too Much: He is murdered by Toni on Donald Love's orders for taking a photo of their murder or Avery Carrington.
- Immoral Journalist: He sends Toni to commit crimes for the sake of having material to write about.
