* MagnificentBastard: [[WellIntentionedExtremist Colonel Haynes]] is the commander of SURGE who sought revenge against America after witnessing his men getting burned to death by the US government to cover up their ties to the corrupt South American government. Stealing three nuclear warheads, Haynes threatens the US government with activating one of the nukes should he not receive $200 million, half of which would go to the families of his fallen soldiers. Taking geologist Professor Davis and his assistant Lisa hostage, Haynes instigates numerous natural disasters across several cities SURGE is based in so that the government can't send their forces after him. Supposedly killed by the traitorous [[TheStarscream Major Evans]] after he calls off the mission, Haynes shows up on [[PsychoForHire Evans]]'s ship to kill him, and assists Ray in deactivating the final nuke, while allowing himself to stay onboard the sinking ship as Ray and Lisa make their escape.

Killing his hostage Professor Davis when he tries to escape, Evans eventually [[TheStarscream betrays Haynes]] when he calls off the mission. With the final nuke in his disposal, Evans hopes to either use it to threaten the government again, or [[NukeEm activate it]] and kill loads of people to alleviate his boredom, while planning to continue spreading natural disasters across the country so his fun won't ever end.
