Maru isn't Kiruko's brother and they weren't raised together, he just calls her "big sis" because she's older than him (in Japan, it's not uncommon to refer to someone older than you as "onee-san" or "onii-san" even if you aren't related to them). His attraction to Kiruko is more along the lines of a Bodyguard Crush than Brother Sister Incest.
