I don't think they are this trope at all. Some of their motivations are from laws being too oppressive on quirk usage but that's not a group of people merely existing, that's being against actual deeds by other people.

They don't like living in a time where you can be arrested for simply using your Quirk or have a much harder time committing all the havoc and villainous acts they want to accomplish. He also ''does'' get a chance in ''ComicBook/SupermanUpUpAndAway'' when Superman vanishes for one whole year and Luthor does...precisely nothing. When Supes comes back and Luthor tries pulling this excuse again, he brings up exactly what actually happened.
