Mount Lady went to one of the better ones, but it's still noted that the course material was more on the legal and theoretical portion of the job and light on the practical (assuming that anyone seeking to be a hero at that stage in life has already trained their Quirk on their own time), which is a problem for someone like her who has a Quirk that can cause more problems than it solves if not fully mastered, and never had the resources to train in its use.
