So far, he's delivered on that, notably with Rainbow Dash Sonic Rainboom-ing in the face. He gets hit at full force the first time she tries it, he just swats her away with no difficulty the second time. If he keeps going like that, and judging by all the things he gets hit with, he's gonna be progressively more difficult to defeat...

After some time, however, it is revealed that [[spoiler: Quivering Star, or rather Antarès Stellmare, as it is his real name; was looking for ways to bring his orb back to its full power. He manages to do just that by absorbing the power of the Elements of Harmony during a fight between the Mane6 and Arcadès. He then sets out to unseal his Clan's ancient knowledge, and more importantly, the flying city of Stellmare; in order to TakeOverTheWorld with raw magical power and knowledge, like the EvilOverlord he claims to be]]. This new threat pushes the Mane 6 ([[spoiler: Minus Twilight Sparkle, who gets abducted and brainwashed by Antarès after his reveal as TheMole]].) as well as Sol, Derpy and a few other Ponyville residents willing to aid them, and eventually [[spoiler: [[EnemyMine Arcadès himself]]]]; to set out and try to stop it before Equestria is forever changed by this unexpected turn of events.
