A covert operative from an unnamed government agency, Buck Cashman tells his autistic son that he's a James Bond expy that is doing his part to prevent WorldWarIII (which his son is irrationally afraid of). In reality, Cashman receives most of his orders from a corrupt Pentagon official with ties to the Kingpin, and most of his missions are False Flag Operations designed to protect Fisk's criminal interests. Having clashed with Daredevil numerous times, Bullet is one of the few villains Matt cannot truly bring to justice, as his position in the agency grants him immunity from prosecution even when he is captured.

%%After giving up the Anti-Venom symbiote, Eddie Brock acquired an arsenal of advanced weapons and began hunting the symbiotes, believing them to be an evil that had to be exterminated at all costs. To this end he killed Scream and Hybrid, but when he tried to take out the fourth incarnation of Venom, Flash Thompson, he was incapacitated and captured by the Crime Master, who forcibly bonded him to the Toxin symbiote. Under the symbiote's control, Eddie became a member of the Crime Master's Savage Six, attacking Agent Venom before being incapacitated. During a rematch Flash attempted to incinerate the Toxin symbiote and free Eddie from it, but it latched onto Eddie and both seemingly perished. Both Eddie and the symbiote survived, working out a truce similar to the relationship Eddie once had with the Venom symbiote, and pursued Venom to Philadelphia for a rematch. Their fight was interrupted by the Symbiote Slayers, cybernetic parasites similar to the symbiotes themselves, and Toxin and Venom reluctantly teamed up to defeat the Symbiote Slayers. Impressed by Flash's determination, Eddie begrudgingly conceded that he will leave Flash alone as long he used the symbiote to do good, with a warning that the moment he slipped up Toxin would be there to put an end to him. Some time later, Eddie was captured by the FBI, who suppressed the Toxin symbiote and offered him a chance at permanent parole if he helped them put down Carnage once and for all. Eddie eagerly agreed, and partnered with FBI Agent Dixon, Colonel John Jameson, and Manuela Calderon to do so.

Working to help himself and his brother escape the dangers of the ghetto, Scott Washington caught a break when he became a Guardsman at the Vault and was assigned to guard the Agony, Riot, Lasher, and Phage symbiotes. Developing compassion for them, in the wake of the ''Planet of the Symbiotes'' he let them escape when they merged together and broke containment. Losing his job, he returned to the ghetto and was crippled by thugs from the Easy X gang, who murdered his brother. Scott became consumed by vengeful anger, and when the gestalt symbiote sought out and bonded to him he tried to use it to seek revenge as Hybrid. The symbiote tempered his desire for vengeance, and Scott became an antihero working to clean up the crime-infested neighborhood. Years later, Scott was lured into a trap by Eddie Brock, who murdered him despite admitting he'd been doing good as Hybrid.
