This is a show about people killing each other. They're all fairly well characterized and it never descends entirely into meaningless edginess or overbearing darkness, but it's still on the cynical side and the death rate is high. If this puts you off, skip it. Otherwise, I recommend it
Despite a large cast of characters, they're varied, all get at least some depth, and manage to feel like people instead of anime characters. Some of the character designs are ridiculous, though that at least makes sense in-universe
On the plotting side it works out fairly well. Fights have some clever strategies and there's a few good twists, but never anything ridiculous. The anime does run into a problem in that they had space for about 1/2 of an episode more material than they had, leading to some unnecessary flashbacks, though
And that's really the only problem on the anime side. While it's not ludicrously well-budgeted, the animation remains fluid and on-model through-out, and the direction is excellent. Whatever your feelings on it's merits as a story, you cannot say the anime staff didn't do a good job
Overall, a solid if not wholly original series. Pity about some of the character designs, though
