This is not like one of the normal Ryoga/Ranma-chan fan works. For starters, Ranma's feelings for Ryoga only begin in earnest as the result of her finally coming to terms with her new circumstances.
Admittedly, the Jusenkyo Preservation part of the story brings down the pacing of what was otherwise a perfectly solid premise. I can forgive that because it provides further insight into Ryoga's struggle to get Ranma to safety after their botched mission.
I also love how it takes the characters Ranma and Ryoga were canonically paired with, and gives some insight into how they react to the changes.
Even if you are hardly a fan of "Ranma in permanent Mode Lock" fics, I suggest you give it a look anyway to see a more plausible take on the concept. Whereas if you're a fan of said Mode Lock fics, you'll also enjoy this one for taking the time to develop the pairing.
