Flip Flappers is the flippiest flap that ever flapped your flip. In the simplest terms, it is an avalanche of joy and delight.
But, since this anime is very hard to place, and somewhat unprecedented, I will explain in down to earth terms:
Visually, it's a new director's love letter to his medium and an homage to every single anime ever, showcasing an audiovisual extravaganza of masterful animation. Structurally, it's a Doctor Who-style approach to the magical adventure genre: episodic visits to a variety of different worlds where anything can happen and probably will, while drips overarching plot slowly accumulate. The main plot is definitely on the back burner for most of the show, subtly omnipresent but seldom overtly advanced. This is the primary challenge that you will face watching this series, and the most likely thing to make you turn away (or dismiss the show as "targeted at children). But you will be rewarded if you embrace this, if you fold all the not-knowing into your sense of wonder and awe (and, when appropriate, of trepidation).
Your real focus belongs on the characters themselves, because as a coming-of-age story and relationship drama, this is some high-grade work which has designs on your feelings. If you let these girls into your hearts you will experience a rollercoaster of emotions which will outclass even the off-the-rails adventure experience.
