As far as I know, the Forsworn are a response to the Stormcloak retaliation and its aftermath as pertaining to the Reach (the pogroms and such). Before that, they were all just The Reachmen, who let no crisis go to waste and seized Markarth. And the non-Forsworn Reachmen are still quite oppressed as well, even under Stormcloak rule.

To put it in analogy, it\'d be as if the Stormcloaks degenerated to banditry and terrorism if the Imperials win the civil war, consumed by hatred of the Empire.

So yes, I still believe Ulfric is a hypocrite for inflicting on the Reachmen exactly what he decries the Empire for. I think it was specifically written as such so Ulfric wasn\'t so sterling, to add to the ambiguous morality of the whole Civil War affair. And I believe not calling it such is whitewashing.
