Going over the page more, it seems someone wanted to remove all not explicitly Supernatural examples. (In which case [[TheBlackCoats The Colonel]] is still ambiguously eligible). But ti\\\'s not limited to explicitly magical or psychic abilities, simply great intelligence counts, [[CodeGeass Lelouch]] would not be this any less if he never got his Geass, he was always planning to overthrow Britannia C.C. just gave an operutnity to get started sooner.
