This trope appears to be the villain equivalent. I\\\'m not sure if \\\'Villain Who Doesn\\\'t Do Anything\\\' is the right name for it, since some of the villains in the examples DO actually do stuff -- it\\\'s just that very little of what they do actually has any bearing on the plot. If you can imagine the movie without these characters, then they fit this trope. But I\\\'m not sure it\\\'s accurate to say they don\\\'t do \\\'\\\'anything\\\'\\\'.
