!The Celestial Bureaucracy
The deities who, in general, make things work. They tend not to take sides in either the good/evil conflict or the more specific Divine Light/Fallen Lovers feud, although the individual members tend to slide one way or the other. The Celestial Bureaucracy is, true to its name, broken further down into subunits divided by function: the Department of Public Works (The Guardian of Eternity and The Architect), the Hall of Records (The Keeper of the Chronicle), the Judiciary (The Queen of Hell), and the Treasury (The Absolute Scale); the dragon gods, representing nature, don\'t quite fit in the mold, but are grouped with the rest because of overall philosophy and purpose.

The chief god of the pantheon, the god of time, and one of the three gods of fate (representing \\\"the future\\\"). He is also god to those practitioners of arcane magic that rely on study and formula. His job is to ensure that the timestream isn\\\'t messed with and that the damage wrought to it prior to the Cataclysm doesn\\\'t affect the current universe. Of the two \\\"Department of Public Works\\\" deities, he\\\'s more of a mathematician, dealing in the realm of theory, much to his long-suffering partner\\\'s chagrin.

Tropes associated with The Guardian of Eternity

His marriage to Mary was about the only thing that kept him from succumbing to Seen It All Suicide.]]

!![[spoiler:Zerex Silverberg]], The Architect
The god of invention, technology, and progress. Unfortunately for him, the world is highly distrustful of technology, and he gets the muttered title \\\"The Mad Tinker\\\" by some mortals. However, that doesn\\\'t mean he isn\\\'t worshipped by those same mortals, since, at the very least, they need to \\\"ward off\\\" his influence. What most don\\\'t realize is that he\\\'s also in charge of maintaining space, much like The Guardian of Eternity is in charge of time, and, if he wasn\\\'t, the world would resume tearing itself apart like during the Cataclysm. He is the scientist to the Guardian of Eternity\\\'s mathematician, dealing in practical matters and actually applying the theories.

Tropes associated with The Architect:
* [[spoiler:Ludd Was Right: It\\\'s slightly more complicated than this, but the Cataclysm can be blamed on Zerex giving massive technological advances to the wrong civilization at the wrong time. Turns out the old gods didn\\\'t like an entire race of Nay Theists proclaiming that their technology made them superior to any divine being.]]
* Only Sane Employee: The Architect, at times, seems to be the only one of the pantheon who actually \\\'\\\'cares\\\'\\\' about the world not coming apart at the seams and destroying itself again. [[spoiler:Of course, the whole thing was partially his fault to begin with.]]
* Photographic Memory
* Team Switzerland: Like The Guardian of Eternity, The Architect cannot and will not become involved in the Divine Light/Fallen Lovers issue.

!![[spoiler:Allarine Nevarii]], The Keeper of the Chronicle
The goddess of knowledge and research, favored by the scholars of the world, and one of the three gods governing fate (representing \\\"the past\\\"). Her role is to record the entirety of history, utilizing The Guardian of Eternity\\\'s access to the timestream, and then compile the data for use by The Queen of Hell. As such, she is technically the one deity with the least interest in the current affairs of the world [[spoiler:(other than ensuring that her Laser Guided Amnesia remains in place)]]; however, due to her love life, she tends to lean toward the Fallen Lover\\\'s side of the divine conflict when the issue is forced on her.

Tropes associated with The Keeper of the Chronicle:
* Adult Child: She might accuse her mother of this, but, in truth, The Keeper of the Chronicle is probably worse. For example:
** She seemingly never works. If she\\\'s in her domain, she\\\'s often reading a book or napping, and if she\\\'s not in her domain, it\\\'s because she\\\'s at the Palace of Decadence with two of her three lovers.
** Similarly, she alternates between dumping all the work on her (relatively) young daughter and attempting to coerce that same daughter to ditch work and join her for reading, napping, and sex (not necessarily in that order).
** On the subject of her daughter, The Keeper of the Chronicle\\\'s desire to see her daughter do \\\"cute\\\" things sometimes gets the better of her maternal instincts, such as overfeeding her sweets when she was a child and treating her unfairly to make her cry.
::And so on. The Divine Light tends to mutter darkly among themselves about how The Keeper of the Chronicle has spiraled down under the influence of the Fallen Lovers, but she tends toward the oblivious side of things, so it\\\'s unlikely that her behavior would lead to any (serious) harm...:
** [[spoiler:Obfuscating Stupidity: ...however, her adult childishness is only partially genuine. Like Kameril, Allarine\\\'s ability to sense her portfolio has given her a special task: she can tell when someone attempts to gain access to the secrets that she had sealed away. If it turns out the researcher is getting too close to a breakthrough, Allarine will dispatch her hit squad, the Archivists, to control the situation. Often times, if she seems like she\\\'s goofing off, she\\\'s actually performing this task (the rest of the time she\\\'s just goofing off).]]
* Daddy\\\'s Girl: Her adult childishness aside, The Keeper of the Chronicle is basically a younger, female version of The Guardian of Eternity. It\\\'s no coincidence that she ended up with a divine duty that requires her to work together with her father most of the time.
** Partially because of this trope, The Keeper of the Chronicle and The Goddess Mother (her stepmother) have a somewhat distant relationship. Neither of them try to antagonize the other, but, given the choice, they would prefer not to see the other hanging onto The Guardian of Eternity. It doesn\\\'t help matters much that The Keeper of the Chronicle is very close to the one person The Goddess Mother can never forgive.

!![[spoiler:Jaelen Nevarii]], The Queen of Hell
The goddess of death and judgment, and one of the three deities with control over fate (representing \\\"the present\\\"). The job of her department is to handle the incoming souls of the dead and pass judgment on them, based on the criteria of whichever deity they worshipped (or whichever deity their behavior most closely aligned with). A soul who passes judgment gets to go to their respective deity\\\'s afterlife; a soul who fails is either meted out their deity\\\'s particular brand of punishment, or consigned to the punishment chambers of Hell for an appropriate length of time (this is the automatic fate of a Flat Earth Atheist or a Nay Theist[[spoiler: -- the gods haven\\\'t forgotten what caused the Cataclysm]]). Note, however, that it says \\\"the job of her department\\\", not \\\"her job\\\"... getting The Queen of Hell to actually pass judgment is a headache for her proxy, her \\\'\\\'daughter\\\'s\\\'\\\' proxy (The Queen of Hell\\\'s granddaughter, who often has to proxy for \\\'\\\'both\\\'\\\' goddesses), and most of the other gods in the pantheon.

Tropes associated with The Queen of Hell:
* Brilliant But Lazy: When she\\\'s actually doing her job, The Queen of Hell is quite competent at it. Unfortunately, that\\\'s not particularly often...
* Horny Devil
* Grey And Gray Morality: At this point in her life, The Queen of Hell has experienced every possible side of the alignment conflict, and she refuses to believe in \\\"good\\\" and \\\"evil\\\" as starkly delineated, absolute concepts.
* The Slacker: She slacks so badly, her proxy, Nicholas Grimm, might as well be considered The King of Hell. And why does she slack? There are two (possible) reasons:
** Fidelity Before Survival: She doesn\\\'t \\\"feed\\\" as often as she should. Whereas her daughters can tap the infinite font that is The Lord of Seduction and her granddaughters have no problem (or choice, in case of The Doll Princess) engaging random mortals, The Queen of Hell has chosen to remain faithful to her lover, The Guardian of Eternity, which has resulted in her going for days or weeks without feeding. Thus, she slacks to preserve her energy between feedings.
** Resigned To The Call: She doesn\\\'t really \\\'\\\'want\\\'\\\' to be The Queen of Hell. [[spoiler:Turns out, when the Cataclysm happened, she was the most powerful fiend still alive (with Grimm being #2), leaving her in charge of Hell. She tried to abdicate in favor of Grimm, only to be told it doesn\\\'t work that way.]] Thus, as protest, she drags her feet as much as she can get away with (although [The Keeper of the Chronicle\\\'s proxy-daughter] seems to be able to get her to work on a reliable basis).
::Whatever the reason for the slacking, suffice to say, the rest of the pantheon isn\\\'t particularly happy about it.:

!![[spoiler:Thomas Siacun]], The Absolute Scale
The god of luck, trade, and wealth, the patron of merchants (his divine title refers to a merchant\\\'s scale). Together with The Muse and The Architect, he represents the pillar that modern civilization is built on. As such, his role is more focused on the people of the world than on the systems that govern its operation. The Guardian of Eternity may be the god \\\'\\\'of\\\'\\\' time, but The Absolute Scale makes sure that the trains run \\\'\\\'on\\\'\\\' time. In the Divine Light/Fallen Lovers conflict, he necessarily falls on the side of the Divine Light, being the husband of The Muse.

Tropes associated with The Absolute Scale:
* Mr Vice Guy: Being the god of wealth, The Absolute Scale naturally has a marked greedy streak. However, his otherwise fair nature (and good-aligned wife) keep him from slipping into the ranks of the Fallen Lovers.

!![[spoiler:Siefer]], The Dragon That Roils the Heavens
A nature deity with providence over storms and weather, he is also the god of physical might and the patron of those arcane practitioners who rely on inherent ability or wild power. He is further one of the two dragon gods, and thus is also known as \\\"The King of Dragons\\\". Although not officially part of the Celestial Bureaucracy, he aids The Architect in ensuring that the stability of the world is preserved, particularly through the strategic deployment of earthquakes to ease stress on the planet.

Tropes associated with The Heavens-Roiling Dragon:
* Boisterous Bruiser
* Genius Ditz

!![[spoiler:Asayer]], The Dragon That Sows the Earth
A nature deity with providence over the flora and fauna, she is also the goddess of fertility and one of the two dragon gods, earning her the alternate title \\\"The Queen of Dragons\\\". Her role often overlaps with The Goddess Mother\\\'s; both are goddesses of motherhood, but The Goddess Mother is more associated with the nurturing aspect, whereas The Earth-Sowing Dragon is concerned with the actual processes of conception and birth. While all the deities oppose the Covenant of Discord on one level or another, she has the most intense hatred for the demons, particularly The Creeping Rot.

Tropes associated with The Earth-Sowing Dragon:
* Fertile Feet
* Friend To All Living Things: However...
** Not Good With People: ...The Earth-Sowing Dragon\\\'s mortal humanoid skills leave much to be desired. It\\\'s not that she exactly dislikes them, or is dismissive of them, so much as she doesn\\\'t quite understand their mindsets and thus doesn\\\'t quite understand why, for example, a civilization might get a bit upset at having their fertility rates slashed to near nothing...
* Green Thumb
* [[spoiler:Time Abyss: Even more-so than Phenwyr -- Asayer \\\'\\\'is\\\'\\\' one of the last set of old gods, the rest of whom were destroyed during the Shattering of the World. This makes her at least 10,000 years \\\'\\\'older\\\'\\\' than him. A soul who passes judgment gets to go to their respective deity\\\'s afterlife; a soul who fails is either meted out their deity\\\'s particular brand of punishment, or consigned to the punishment chambers of Hell for an appropriate length of time (this is the automatic fate of a FlatEarthAtheist or a NayTheist[[spoiler: -- the gods haven\\\'t forgotten what caused the Cataclysm]]). Note, however, that it says \\\"the job of her department\\\", not \\\"her job\\\"... getting [[TheSlacker The Queen of Hell]] to actually pass judgment is a headache for her proxy, her \\\'\\\'daughter\\\'s\\\'\\\' proxy (The Queen of Hell\\\'s granddaughter, who often has to proxy for \\\'\\\'both\\\'\\\' goddesses), and most of the other gods in the pantheon.

Tropes associated with The Queen of Hell:
* BrilliantButLazy: When she\\\'s actually doing her job, The Queen of Hell is quite competent at it. Unfortunately, that\\\'s not particularly often...
* HornyDevil
* GreyAndGrayMorality: At this point in her life, The Queen of Hell has experienced every possible side of the alignment conflict, and she refuses to believe in \\\"good\\\" and \\\"evil\\\" as starkly delineated, absolute concepts.
* TheSlacker: She slacks so badly, her proxy, Nicholas Grimm, might as well be considered The King of Hell. And why does she slack? There are two [[AlternateCharacterInterpretation (possible)]] reasons:
** [[HonorBeforeReason Fidelity Before Survival]]: She doesn\\\'t [[HornyDevil \\\"feed\\\"]] as often as she should.
** ResignedToTheCall: She doesn\\\'t really \\\'\\\'want\\\'\\\' to be The Queen of Hell.

The job of her department is to handle the incoming souls of the dead and pass judgment on them, based on the criteria of whichever deity they worshipped (or whichever deity their behavior most closely aligned with). * HornyDevil
* GreyAndGrayMorality: At this point in her life, The Queen of Hell has experienced every possible side of the [[CharacterAlignment alignment conflict]], and she refuses to believe in \\\"good\\\" and \\\"evil\\\" as starkly delineated, absolute concepts.
[[spoiler:Turns out, when the Cataclysm happened, she was the most powerful fiend still alive (with Grimm being #2), leaving her in charge of Hell.

The Guardian of Eternity may be the god \\\'\\\'of\\\'\\\' time, but The Absolute Scale makes sure that the [[{{Magitek}} trains]] run \\\'\\\'on\\\'\\\' time. Although not officially part of the Celestial Bureaucracy, he aids The Architect in ensuring that the stability of the world is preserved, particularly through the strategic deployment of earthquakes to ease stress on the planet.

Tropes associated with The Heavens-Roiling Dragon:

!![[spoiler:Asayer]], The Dragon That Sows the Earth
A nature deity with providence over the flora and fauna, she is also the goddess of fertility and one of the two dragon gods, earning her the alternate title \\\"The Queen of Dragons\\\". While all the deities oppose the Covenant of Discord on one level or another, she has the most intense hatred for the demons, particularly The Creeping Rot.

The Guardian of Eternity may be the god \\\'\\\'of\\\'\\\' time, but The Absolute Scale makes sure that the [[{{Magitek}} trains]] run \\\'\\\'on\\\'\\\' time. In the Divine Light/Fallen Lovers conflict, he necessarily falls on the side of the Divine Light, being the husband of The Muse.

Tropes associated with The Absolute Scale:
* MrViceGuy: Being the god of wealth, The Absolute Scale naturally has a marked {{greed}}y streak.

* BoisterousBruiser
* GeniusDitz

* FertileFeet
* FriendToAllLivingThings: However...
** NotGoodWithPeople: ...The Earth-Sowing Dragon\\\'s mortal humanoid skills leave much to be desired. It\\\'s not that she exactly dislikes them, or is dismissive of them, so much as she doesn\\\'t quite understand their mindsets and thus doesn\\\'t quite understand why, for example, a civilization might [[{{understatement}} get a bit upset]] at having their fertility rates slashed to near nothing...
* GreenThumb
* [[spoiler:TimeAbyss: Even more-so than Phenwyr -- Asayer \\\'\\\'is\\\'\\\' one of the last set of old gods, the rest of whom were destroyed during the Shattering of the World. This makes her at least 10,000 years \\\'\\\'older\\\'\\\' than him. Her presence in the current pantheon is the result of a self-imposed HouseHiringHeuristic, as she is still regretting [[MyGreatestFailure how badly she screwed up with her last goddessing job]].]]
